Can Tab Menu be made responsive

The sample download menu is not responsive.  Can this menu be made to be responsive and be replaced by a hamburger icon which can be clicked like a regular menu?

Although you can make it responsive (to some extent) by the media queries approach like how the How to Create Mobile-friendly Responsive Menu suggested, it is still lack of the mobile support (such as the menu collapsed to a menu icon, and opens in a vertical layout).

To fully support the responsive, you can use Responsive Drop Down Menu if you do not insist on the two-level tabbed menu layout.
